On Page: 032             Allows the Department of Education to certify three New
                         American School Design Teams to provide comprehensive
Spec App:  150           school reform in the areas of teacher recruitment and
                         retention, professional development, project-based
                         learning and utilization of technology in the
                         classroom.

Insert the following new paragraph of proviso following Specific 
Appropriation 150 on page 32:

From the funds appropriated in Specific Appropriation 150, the
Department of Education may certify three New American School Design
Teams to provide comprehensive school reform in the areas of teacher
recruitment and retention, professional development, project-based
learning, and the utilization of technology in the classroom. The
Legislature finds it important to focus educational resources on the
specific needs of Florida's students and schools. Any school or school
district in Florida that utilizes one of the three certified providers
will receive priority in the allocation of Federal Comprehensive School
Reform Demonstration (CRSD) funds. The Department will establish by rule
the procedures to certify the three Design Teams and to subsequently
award funding to schools and school districts.

Line item amendments are accepted as part of the amendatory process.  However, due to the necessity of using computerized systems this may entail a different placement
within a budget entity or the renumbering of the specific appropriation items.
