Immediately following Specific Appropriation 180, INSERT:
The Agency is authorized to amend the Medicaid State Plan to include the
following specialized substance abuse services: Community based
outpatient detoxification services; Community based substance abuse
intervention services; and comprehensive community support services for
substance abuse.
The Agency is authorized to work with the Department of Children and
Families Services and Florida county governments to develop a local
match program to fund these Medicaid specialized substance abuse
services using local county tax funding. The public revenue funds

required to match the Medicaid funds for these specialized substance
abuse services are limited to those funds that are local public tax
revenues and are made available to the state for this purpose. As
required by Medicaid policy, participating counties shall make this
service available to any qualified Florida Medicaid recipient regardless
of county of residence. Payment for these services is contingent upon
the local matching funds being provided by participating counties.
