Florida Senate - 2005 Committee Amendment
SB7076 TA 4

The Committee on Transportation & Economic Development Appropriations
(Fasano) recommended the following amendment:

Section: 06 EXPLANATION:

On Page: 028 This amendment corrects the proviso that pertains to
matching requirements for funds appropriated in the
Spec App: 2162F Early Learning Program. The Child Care Executive
Partnership program line item should not have been
referenced in the paragraph specifying a six percent
match requirement since current policy for the CCEP is
100 percent match. This amendment also deletes the
outdated reference to the Florida Partnership for
School Readiness since that entity has been eliminated
                         in law.

In the fourth paragraph of proviso following Specific Appropriation
2162F, DELETE:

Funds in Specific Appropriation 2162F, 2162G, and 2162H require a match
from local sources for working poor eligible participants of six percent
on child care slots or at the 2004-05 fiscal year funding level on child
care slots, whichever is less. In-kind match is allowable provided there
is not a reduction in the number of slots or level of services from the
provision of in-kind match. The Florida Partnership for School Readiness
may adopt a policy to grant a waiver of the six percent match
requirement to a rural county that demonstrates a significant hardship

in meeting the match requirement.

As the fourth paragraph of proviso following Specific Appropriation
2162F, INSERT:

Funds in Specific Appropriations 2162F and 2162G require a match
from local sources for working poor eligible participants of six percent
on child care slots or at the 2004-05 fiscal year funding level on child
care slots, whichever is less. In-kind match is allowable provided there
is not a reduction in the number of slots or level of services from the
provision of in-kind match. The Agency for Workforce Innovation may
adopt a policy to grant a waiver of the six percent match requirement to
a rural county that demonstrates a significant hardship in meeting the
match requirement.

Line item amendments are accepted as part of the amendatory process. However, due to the necessity of using computerized systems this may entail a different placement within a budget entity or the renumbering of the specific appropriation items.
