The Committee on Ways and Means (Saunders) recommended the following
amendment:
Section: 03 EXPLANATION:
On Page: 056 Deletes proviso language that allows the Agency for
Health Care Administration to modify the nursing home
Spec App: 219 reimbursement methodology by changing the direct
patient care provider target and replaces it with
language that allows the agency to modify the
reimbursement methodology by reducing class ceilings.

Immediately following the second paragraph in Specific Appropriation
219, DELETE:
The funds in Specific Appropriation 219 reflect a cost savings of
$60,442,875 from the General Revenue Fund and $86,584,308 from the
Medical Care Trust Fund as a result of modifying the reimbursement
methodology for nursing home rates. The agency shall implement changes
to the methodology in the Title XIX Long-Term Care Reimbursement Plan
which may include, but are not limited to, the inflation factor,
provider target, class ceiling, target rate class ceiling, new provider
target, Medicaid Adjustment Rate, or any component of the Fair Rental
Value System or property ceiling to effect this reduction in the
reimbursement methodology for all components other than the direct
patient care component. The direct patient care component of the
methodology may be changed to include a provider target, target rate
class ceiling, and new provider target.

Line item amendments are accepted as part of the amendatory process. However, due to the necessity of using computerized systems this may entail a different placement
within a budget entity or the renumbering of the specific appropriation items. |
