Motor Vehicle Emissions Inspections; directs HSMV to hire independent expert consultant to do study; prohibits dept. from entering into contract for motor vehicle inspection program; provides circumstances for issuance of request for proposals & one or more contracts; sets fee for inspections; establishes funds for study. Amends 325.214. APPROPRIATION: $125,000.
