FRS/Retirement After Five Years; redefines terms "normal retirement date" & "early retirement date" to provide for retirement after 5 years of service & attainment of age requirement for appropriate class of system; defines term "vested"; amends sections to conform; increases contribution rates to fund provisions of act; provides declaration of important state interest. Amends Ch. 121.
