Brain & Spinal Cord Injury; states legislative intent to provide permanent source of funding to increase amounts available for spinal cord injury & brain injury research; provides for distribution of moneys from Brain & Spinal Cord Injury Rehabilitation TF to specified universities for said injury research; deletes limitation on dollar amount of such trust fund moneys that may be distributed in any one year to certain of universities for such purposes, etc. Amends 413.20,.613.
