Tax Exemptions/Steam & Electricity; (THIS BILL COMBINES H3249,3305) revises activities that constitute manufacturing function for purposes of sales tax exemption on certain uses of electricity; exempts sale of steam energy used in manufacturing; provides threshold for electricity use; provides presumption re proportion of nonexempt use for electricity use that falls below threshold; deletes requirement that electricity be separately metered, etc. Amends 212.08.
