Air Pollution Control; exempts Air Pollution Control Trust Fund from general revenue service charge deduction; amends provision re operation permits for major sources of air pollution to revise provisions re calculation of annual operation license fee & to provide for adjustments to license fee factor; provides restrictions on calculating whether there is revenue shortage; continues funding of certain activities, etc. Amends 215.22, 403.0872.
