Punitive Damages; provides conditions for recovery of attorney's fees re civil enforcement of certain infractions re nursing homes; provides for application, discovery, & punitive damages; revises language re claims for punitive damages in civil actions; requires clear & convincing evidence of gross negligence or intentional misconduct to support recovery of such damages; provides for consolidated punitive damages trials, etc. Amends 400.023, 768.72,.73.
