Motor Vehicle Insurance; authorizes certain fees to be collected by general lines agents; prohibits provider's statement of charges from including certain charges for services covered by personal injury protection benefits; specifies which party is prevailing party in arbitration of disputes re personal injury protection claims; specifies where independent medical examination of claimant may be conducted; specifies applicability of amendments, etc. Amends 627.7295,.736.
