Boating Safety; redefines "personal watercraft"; classifies all personal watercraft as class A-2 vessels; provides maneuvers constituting reckless operation of vessel, for which penalty is provided; prohibits lease, hiring, or rental to certain persons; raises minimum age for operation of personal watercraft, effective on specified date; conforms liveries' limitation of liability to specified federal law, etc. Amends Ch. 327.
