Securities Transactions; limits certain assessment fee reductions under certain circumstances; creates Investment Fraud Restoration Financing Corporation; authorizes Banking & Finance Dept. & corporation to enter into service contracts for certain purposes; authorizes corporation to validate bond obligations; exempts corporation from certain taxes & assessments; prohibits benefits or earnings of corporation from inuring to private persons, etc. Amends Ch. 517.
