Insurance Receivership; creates "Interstate Insurance Receivership Compact"; establishes Interstate Insurance Receivership Commission; provides receivership functions of commission; authorizes commission to levy & collect annual assessment from member states & insurers; specifies rate of assessment; exempts commission from all taxation; provides for amendment of compact & for withdrawal from compact; provides consequences for default by compacting state, etc.
