Pinellas Co./Home Rule Charter; amends home rule charter of county to delete reference to general law as controlling composition of county commission; increases number of county commissioners from five to seven, with four of members to be elected from single-member districts & three remaining members to be elected at large; provides residency requirements for at-large members; provides ballot title & question; provides for special referendum, etc.
