Biomedical Research/Health Dept.; establishes said research program within Health Dept.; provides goals; provides for use of funds appropriated from Tobacco Settlement Trust Fund; creates Biomedical Research Advisory Council; provides for membership & organization, for staff & assistance of department, duties of council & for applications for & award of biomedical research grants & fellowships; requires annual report, etc. Creates 240.5125. APPROPRIATION: $150,000,000.
