Child Identification Program Act; creates said act; provides legislative intent; requires hospitals & birthing centers to notify parents of availability of Child Identification Program; requires hospitals & birthing centers to provide identification services to parent upon payment of fee; encourages physicians to participate in such program; prohibits creation or maintenance of certain records.
