Capital Collateral Representation; requires private counsel appointments to be in accordance with specified provisions; requires notification of trial court if appointed attorney fails to execute contract within specified period; authorizes attorney appointed to represent defendant in postconviction capital collateral proceeding to designate another attorney to assist in representation; provides for payment of attorney's miscellaneous expenses, etc. Amends 27.703,.710,.711.
