Title Loan Act; creates said act; requires licensure by Banking & Finance Dept. to act as title loan lender; requires bond, nonrefundable application & investigation fees, & fingerprinting; provides for renewal & reactivation of licenses; provides for title loan agreement; provides for reclaiming repossessed motor vehicle under certain circumstances; provides for title loan interest rates; provides for title loan lenders lien, etc. Amends Ch. 538. APPROPRIATION: $500,000.
