Fla. School for Deaf & Blind; authorizes DMS to provide facilities services for the Fla. School for Deaf & Blind; provides for Fla. School Improvement & Academic Achievement Trust Fund grants to said school; provides for allocation & school-level administration; revises provisions re mission & responsibilities of said school; authorizes private attorney services for said school without certain prior written approval. Amends 235.014,.017, 236.1229, 242.3305, 287.059.
