Citizen Participation in Govt. Act; creates "Citizen Participation in Government Act"; provides legislative intent; defines terms; prohibits SLAPP lawsuits by governmental entities because persons or entities exercise certain constitutional rights; provides procedures for expediting resolution of motions re SLAPP suits; authorizes court to award actual damages, including costs & attorney's fees; requires reporting of SLAPP suits to Attorney General, etc. Creates 768.29.
