Public Swimming & Bathing Places; modifies definition; authorizes Health Dept. to set standards for & sample beach waters & issue health advisories under certain conditions; preempts to state issuance of health advisories; provides for beach water-quality studies; exempts coastal & intracoastal beaches from certain permitting requirements; requires technical advisory committee. Amends 514.011,.03,.031; creates 514.023. APPROPRIATION: $1,490,000.
