State Employees/Alternative Benefits; requires that DMS contract with private vendor for alternative retirement program for temporary & seasonal state employees; provides contract requirements; requires private vendor to indemnify state & participating employees from certain adverse tax consequences; provides for favorable tax treatment for certain incentive pay & payments for accumulated sick leave & annual leave, etc. Creates 110.1315,.1316.
