Freight Forwarders; requires freight forwarders to provide warehouse receipts or copies of airway bills or bills of lading for certain purposes; provides receipt requirements; requires freight forwarders to maintain certain records for time certain; provides for effect of such documentation; provides penalty for failing to provide such documentation or maintain certain records. Amends 212.13.
