Student Financial Aid; deletes requirement that repayment of Critical Teacher Shortage Student Loan be made directly to holder of loan; revises student eligibility provisions for initial award of Fla. Bright Futures Scholarship; revises scholarship disbursement requirements; requires that to remain eligible for state financial aid, a student not have break in enrollment greater than 12 months, etc. Amends Chs. 240, 295, 231.621, 246.041; repeals 228.502.
