Child Protection/Abandoned Newborns; prescribes duties of hospitals & fire stations re abandoned newborn infants, as defined; provides for anonymity of such infants' parents; provides duties of state adoption info center re maintaining list of child-placing agencies with which abandoned newborns may be placed; provides statute of repose for setting aside adoptions; provides duties of CFS Dept. in conjunction with Health Dept. to produce media campaign re abandoned newborns, etc. Amends FS.
