Workers' Compensation Division (RAB); authorizes Worker's Compensation Div. of LES Dept. to specify by rule amount of security deposit & net worth required for employer to obtain authorization to self-insure; requires that division provide by rule for suspending or revoking employer's authorization to self-insure. Amends 440.38.
