State Agencies Authority (RAB); authorizes state agencies to adopt rules to designate smoking areas; provides additional circumstances under which DOI may suspend or revoke certificate of compliance to operate boiler; requires that department adopt rules governing applications by foreign insurers for certificate of authority as domestic insurer; requires that dept. adopt rules governing certain investments by domestic life insurers, etc. Amends FS.
