Education; provides for carry-forward of certain funds; deletes obsolete provision; adds to duties of Education Estimating Conference; provides that student who is recipient of National Hispanic Scholar Award & who meets certain other eligibility requirements is eligible for Florida Academic Scholars award. Amends 240.605,.40205, 216.136.
