Water & Wastewater Systems; provides for notice & public hearings for rates changes for municipal water & sewer utilities; requires Public Counsel to provide legal representation in proceedings before counties under certain circumstances; requires county rate proceedings to follow certain provisions of Administrative Procedure Act. Amends 166.041, 350.0611, 367.171.
