State Group Health Ins/Prescriptions; provides legislative intent re state group health insurance program & state employees' prescription drug program; authorizes DMS to contract for actuarial study for certain purposes; requires dept. to request private letter ruling from IRS; requires solicitations or contracts for state group dental program to include comprehensive indemnity dental plan providing unrestricted enrollee access to dentists, etc. Amends 110.123.
Effective Date: 06/26/2000 except s. 1 takes effect 07/01/2001
