Emergency Management; revises amount of annual appropriation from Florida Hurricane Catastrophe Fund; requires that funds from such appropriation be used for additional purposes; deletes exemption from requirement that certain educational facilities be constructed as public shelters; prescribes duties of Board of Regents re identifying public hurricane evacuation shelter space on certain campuses; requires submission of capital improvement program, etc. Amends FS.
