Private Property Rights Protection; amends "Bert J. Harris, Jr., Private Property Rights Protection Act"; provides that action by governmental entity that involuntarily decreases density of development below one residence per five acres creates rebuttable presumption that there is "inordinate burden" that qualifies property owner for relief under act; provides determinations to be made by circuit court when claim is filed, etc. Amends 70.001.
