Juvenile Detention; revises time periods within which person who takes juvenile into custody is required to file reports or probable cause affidavits with juvenile probation officer & clerk of court; creates workgroup to study effectiveness of risk-assessment instrument developed by Juvenile Justice Dept. & used to determine placement of juveniles into detention, etc. Amends 985.211,.213,.215,.228.
