Motor Vehicles & Driver Licensing; defines term "extended registration period"; authorizes extended registration period for certain motor vehicles; provides terms & conditions for issuance of extended registrations; provides for expiration of such registration; authorizes HSMV to contract for delivery of certain driver's license services. Amends 320.01,.055,.06,.07, 322.56.
