White Collar Crime Victim Protection; creates White Collar Crime Victim Protection Act; specifies crimes & acts that constitute white collar crime; provides that person commits aggravated white collar crime if such crime is committed against certain persons or against state agency or political subdivision; provides that communication made by or through use of Internet was made in every county of state for purposes of prosecuting certain fraudulent practices, etc. Amends 910.15.
