Scholarship Loan Program; creates said program; provides purpose; defines eligible institutions & programs of study; authorizes summer term receipt of funds; authorizes part-time enrollment; specifies summer institutes to be developed by DOE; provides eligibility criteria; provides for repayment of scholarship loan; provides renewal & restoration requirements; sets limit upon repayment authority; authorizes DOE to adopt rules, etc. Creates 240.4061.
