John McKay Scholarships/Disabilities; creates John M. McKay Scholarships for Students with Disabilities Program; provides for eligibility; establishes obligations of school districts & DOE; establishes criteria for private school eligibility; establishes obligations of program participants; provides for funding & payment; limits liability of state; authorizes State Board of Education to adopt rules. Amends 229.05371.
