Insurance/Public Records Illegal Use; provides criminal penalty for use of certain report information for commercial solicitation; imposes registration requirements for certain clinics; authorizes Health Dept. to adopt rules for certain purposes; prohibits solicitation of specific persons involved in motor vehicle crashes; specifies certain charges as unlawful & unenforceable, etc. Amends FS. APPROPRIATION: $100,000.

Effective Date: Upon becoming law except as otherwise provided
