State Technology/Property & Services; defines term "information technology"; provides that dept., in consultation with State Technology Office, shall prescribe procedures for procuring information technology; provides for role of said office in developing program for on-line procurement of commodities & contractual services; directs office to establish state strategic information technology alliances for acquisition & use of information technology, etc. Amends Ch. 287.
