GENERAL BILL by Fiscal Responsibility Council ; Lacasa
State Planning & Budgeting; removes requirement for Executive Office of Governor to consider certain findings re information technology in its review of long-range program plans of executive agencies; revises requirements of legislative budget requests re total number of positions & to unit-cost data; provides for agency incentive & savings program; provides restrictions on expenditure of funds for court settlements negotiated by state, etc. Amends FS.
