Education Investment Act; creates said act; provides legislative intent for certain investments & enhancements; requires improved counseling ratios in certain schools; authorizes test-preparation program for certain students; provides for separation of open-enrollment programs within schools for certain purposes; authorizes expanded student assistance programs at universities; authorizes fee waivers for students & former students of certain schools, etc.
