Mental Health Hospitals; provides intent under Florida Mental Health Act that state shall maintain & operate mental health hospitals, including certain existing ones; provides that CFS Dept. is responsible for maintenance & operation of state mental hospitals, including certain existing ones. Amends 394.453,.457.
