Certificate of Need/Heart Surgery; requires certificate-of-need workgroup to address open heart surgery services in its report; requires final recommendations to be submitted by January 1, 2002; provides exemption from review for conversion of certain skilled nursing beds to acute care beds; provides for additional appointments to certificate-of-need workgroup; amends scope of responsibility for workgroup, etc. Amends 408.036,.039.
