GENERAL BILL by Appropriations ; Clary
Transportation Facilities; allows DOT, until 07/01/2003, to include right-of-way services as part of design-build contracts; specifies that construction of any portion of project under design-build contract may not begin until title to necessary rights-of-way & easements for that portion has vested in state or local governmental entity & all railroad crossing & utility agreements have been executed, etc. Amends 337.107,.11.
