K-20 Funds Flexibility Act; creates said act; provides for school district flexibility in expenditure during 2001-2002 fiscal year of specified funds appropriated in certain provisions; provides for districts to use reserved funds for classroom instruction; provides flexibility for community college & university boards of trustees in amending operating budgets; provides for loans of Classrooms First Program cash proceeds between school districts, etc. Amends 235.187.
