Constitution/Amendments/Initiatives; constitutional amendment to allow legislation to be proposed by initiative, unless it is special or local in nature, involves taxes or tax exemptions, appropriates state funds, has significant fiscal impact on state or local government, provides exemption from public records or public meetings requirements, provides for number or assignment of judges or jurisdiction of courts, etc. Creates s. 20, Art. III; amends Articles IV, XI.
