Public Records/Telecommunications; provides exemption from public records requirements for information received by taxing authority or its agency in connection with certain audits of records of provider of telecommunication services; provides for review & repeal of exemption; provides that act is remedial & applies regardless of when audit was begun; provides finding of public necessity.
