Substance Abuse & Mental Health; requires districts within CFS Dept. to hold publicly announced meetings to solicit input from assisted living facilities; specifies additional requirements for district plans; authorizes dept. to use case rates or per capita contracts in contracting for provision of services for local substance abuse & mental health programs; specifies additional requirements re such contracts. Amends 394.4574,.74.
