Pawnbrokers/Managers & Employees; requires pawnshops to be managed by certified pawnshop managers, as defined; requires certain training for pawnshop employees; provides requirements for licensure as certified pawnshop manager; provides education requirements for such managers; prescribes standards for persons offering such education & requires their licensure; prohibits certain acts by licensees & applicants; provides penalties. Amends 539.001.
